Criteria:
(1) Must prove capability of being self-sufficient.
(2) Must be at least 14 years old.
(3) Must already be living on own.
(4) Must already be employed - teen must go in person to Juvenile Court 2nd floor and get papers.
(5) Must submit a sample budget for three months.
